Information and Partnering Event within the Baltic Sea Region

organized jointly by Polish Science Contact Agency PolSCA of the Polish Academy of Sciences in Brussel and Centre for Historical Research of the Polish Academy of Sciences in Berlin

Russia's full-scale invasion of Ukraine, as well as Sweden and Finland's accession to NATO, and the increased direct threat to the Baltic countries from Russia make the issue of security, both civilian and military, strategically important for the Baltic Sea region. Institutional cooperation between partners in the region is the best way to maintain stability amidst security threats.

The purpose of the event is to present the research project opportunities on security policy in the Baltic Sea region, and to allow partners from the region to get to know each other and establish research collaboration for future projects.

The meeting agenda features insights from experts from the National Contact Point in Poland and the German National Contact Point for Horizon Europe, who will share their expertise on Horizon Europe funding in the areas of security policy (Cluster 3) and social issues and democracy (Cluster 2). Additionally, an expert from the European Commission’s DG Home in Brussels, specializing in funding policies for security research, will contribute to the merit of the event.

Together, the invited distinguished speakers, through their combined presentations and discussions, will contribute valuable insights, knowledge, and guidance that can help attendees identify and pursue international project opportunities available within the current Horizon Europe funding period. Essentially, the speakers' collective input is aimed at facilitating and informing participants about collaborative projects that align with Horizon Europe's objectives and funding schemes.

Representatives of public and non-public research institutions from the Baltic Sea region, interested in both civil and research aspects of security policy, are cordially invited to participate.

For institutions that register their active participation in the workshops (a short presentation of the project idea), the organizers have the opportunity to co-finance travel costs (until funds are available).

Invited experts:

Sebastian Serwiak – Policy Officer at The Directorate-General for Migration and Home Affairs (Innovation and Security Research Unit). He has a long and vast experience in security research domain at both national and European level, being involved in the Preparatory Action for Security Research (PASR) and later the EU Framework Programmes.

Katarzyna Barcikowska - Polish Ministry of Foreign Affairs, Head of the Baltic multilateral unit in the European Policy Department; Chair of the National Coordinators Group of the EU Strategy for the Baltic Sea Region (2024/2025); PL representative in the Council of the Baltic Sea States Committee of Senior Officials.

Mikołaj Pyczak – Expert in National Contact Point at National Centre for Research and Development in Poland (NCBiR), specialized in Cluster 2 (Culture, Creativity and Civil Society) and Cluster 3 (Civil Security and Society) within Horizon Europe.
Dr. Bettina Schelkle – Expert at Kooperationsstelle EU der Wissenschaftsorganisationen (KoWi). She is an advisor European R&I Funding and specializes in monitoring EU funding policy developments with a focus on civil security, industrial technologies, cybersecurity and space.

Dr. Christine Prokopf – German National Contact Point for Security Research in Dusseldorf. She provides information and advice on calls for tenders and applications in the "Civil Security for Society" cluster of Horizon Europe. She also supports the "German Applicants in Civil Security Research Fit for Europe" program, which is specifically aimed at practitioners interested in civil security research. Christine Prokopf is a political scientist and holds a doctorate in risk governance as a means of normatively focusing political action on disaster prevention.

Dr. Donatas Kupčiūnas (DPhil, University of Oxford)  - Baltic Fellow at the Centre for Geopolitics, University of Cambridge, and a Research Fellow at Wolfson College, Cambridge. His research interests include modern international history, relations between East/Central and Western Europe in the interwar period, geopolitics of the Baltic sea region and contemporary Russian foreign policy.
